Bio
Dr. Saha completed his Pd.D. dissertation as a University Research Scholar, Calcutta University. He has over four decades of distinguished experience in Research, Teaching, Publications, and Consulting in the realm of banking and finance. He became Professor of Finance at NIBM in 1994 and was appointed as the Director of the National Institute of Bank Management (NIBM – set up as a ‘Think-tank’ apex institution by RBI), with the mandate of ensuring “Institutional Transformation” from 2001 to 2011. As Director NIBM, he instituted the first-ever Post Graduate Programme in Banking and Finance in the country in 2003-04, giving NIBM a new identity. He established the collaborative “Leadership Development Programme for Corporate Excellence” with the Kellogg School of Management, Chicago, and the Stanford Graduate School of Business, California, USA, to groom CEOs for the public sector banks in the country. He established collaborative progarmmes with the Federal Reserve Bank of New York (FRBNY) to usher in the implementation of the Basel-II recommendations in Indian banking. He headed major consulting assignments on Organisational restructuring, Risk management, Lending systems design, HR merger of banks (IDBI Bank Ltd. to IDBI Bank, GTB to Oriental Bank of Commerce, and United Western Bank to IDBI Bank). As a Visiting Professor in the School of Economics, Finance and Banking (SEFB) at the Universiti Utara Malaysia (UUM), he was awarded major research projects by the Hong Leong Bank, a large Private Bank in Malaysia to evolve a “Framework for Efficiency and Productivity at its branches”, and CEDAR of the SME Development Bank of Malaysia on “Promoting Inclusivity among Malaysian SMEs.” He was awarded multiple research grants under the High Impact Group Research Grant, and the Fundamental Research Grant of the Ministry of Higher Education of the Malaysian Government. He has recently headed a team to complete a major sponsored research work on “Post Amalgamation HR integration of Union Bank of India”. The framework proposed by Saha in his recent “Report on Prudential Norms/ Parameters for the Multistate Credit Cooperative Societies” has been included in the “MSCS Amendment Act 2023” as Rules by the Ministry of Cooperation, Govt. of India. Since June 2024, Saha is engaged as Consultant to the Taskforce “Transformation of Urban Cooperative Banks and Credit Cooperative Societies” set up by the Ministry of Cooperation, Government of India, at NAFCUB.
He has an extensive publication record, including publications in reputed international academic journals like the Economic Analysis and Policy, European Journal of Operational Research, Journal of Commodity Markets, Journal of Sustainable Cities and Society, Research in International Business and Finance, North American Journal of Economics and Finance, Journal of Economic Studies, International Journal of Bank Marketing, Journal of Risk Finance, International Journal of Business and Economics.
He was a Member of the ALCO of two major Indian public sector banks. Dr. Saha was appointed as a Non-official Part-time Director on the Board of UCO Bank (2017-20) by the Department of Financial Services, Ministry of Finance, Govt. of India and played a key role in the Transformation of the Bank back to Profitable trajectory since 2020-21.
